In 1980s Washington, D.C., Charlie is a divorced, alcoholic, bachelor and US congressional representative from Texas, a state which needed nothing major. Charlie was happy in a safe position destined for no where when he became a member of two major foreign policy and covert-ops committees. Once he had these roles he was prodded by, Joanne, a wealthy, conservative supporter, from Houston. Through her, Wilson learns about people suffering in the brutal Soviet occupation of Afghanistan. Then after meeting the smart, but long suffering, abrasive, oppositional CIA agent Gust, the pair devote Charlie's political position into efforts to supply the Afghan mujahideen with the weapons and support to defeat the Soviet Union. However, Charlie, Gust, and Joanne all learn that if military victory is covert and has no support afterwards, you remain their enemy.
